Born Worcestershire, England in 1915. He was educated at Worcestershire Royal Grammar School. He joined the Metropolitan Police in 1933 and was attached to Hendon Police College from 1938-1939. In World War II he served in a Fighter Squadron of the Fleet Air Arm 1941-1946. In 1952 and 1953 he was on the teaching staff of the English National Police College. From 1953-1965 he was Assistant Chief Constable of the North Riding of Yorkshire and Chief Constable from 1965-1968. Chief Constable of York and North East Yorkshire Police upon amalgamation of North Riding, East Riding and York City Police Forces 1968-1972. He was appointed Commissioner of Police, South Australia in July 1972. He concluded his service with the South Australia Police Department on 17th January, 1978.
